EUROPE TO JOIN UKRAINE PEACE TALKS

France says European representatives will participate in planned Abu Dhabi discussions next week.

A new round of diplomacy over the war in Ukraine is taking shape, and European governments do not intend to watch from the sidelines. French Foreign Minister Jean-Noël Barrot said Sunday that European representatives would join planned talks in Abu Dhabi.

According to Reuters, U.S. envoy Steve Witkoff had described plans to bring Ukrainian and Russian delegations together on November 10 and 11. Barrot said France would participate, although he did not identify its representative.

The expected discussions touch on issues far larger than the timing of a ceasefire: territorial security, guarantees against renewed fighting and the conditions under which any settlement could last. Those matters directly affect Europe’s future security.

But an announced meeting is not a peace agreement. Neither a timetable for a settlement nor agreement on the most difficult issues had been established by the announcement.

The central test will be whether negotiators can move from diplomatic attendance to enforceable commitments. For Ukraine and the people affected by the war, the stakes are immediate. For Europe, the outcome could shape defense and foreign policy for years.
